じょうそう【上奏】

a report [an address] to the Throne [His Imperial Majesty].

～する report to the Emperor; submit 《a matter》 to the Emperor; present an address to the Emperor; memorialize [address a memorial to] the Emperor.

●その件を上奏する lay the matter before the Emperor.

上奏案 a draft memorial to the Emperor.

上奏文 a memorial to the Emperor.
